You can ask for tech help on the forum, and see if someone else has managed to get it working. Last year I contacted a few of the developers to ask for assistance in getting their game to run, as well.
If you can't get it to run and you feel like you've given it your best shot, you mark it in red ('can't review') on the worksheet and leave a comment alongside stating why you can't review it, then move on.
Last year, for instance, I was assigned a game which had to be compiled from source. I don't know how to do that but I asked around my programmer friends, who said it would be too much work for me to try. In other cases I contacted devs and sometimes they ignored my request, or just said "if you can't run it, that's your own problem". In those sorts of situations, I mark it in red and don't waste any more time on it.
