I don't know who is administering it, but word last year was that it closed down temporarily (to avoid spam), and that it will be up again this year. Anyone correct me if I'm wrong, though.

Yup, unfortunately you are wrong. Last year 7drl.org was 'closed' - posting was disabled, probably signing up / in was impossible. But site was still maintained and existed in web. Now, 7drl.org is just down, 'This webpage is not available, ERR_CONNECTION_TIMED_OUT'. Its strange, because ca 2 weeks ago I used this site for downloading some roguelikes... Unpaid server?
