anyone know of a site or willing to host an irc infobot for me? perhaps something i could have minimal shell access to?

Yes, try asking Korey Pelton at peltkore.net; he offers free hosting with shell access for experimentation and linux projects. It has some simple >Terms of Service<.

Try contacting him at #peltkore on irc.freenode.net, and tell him I sent you :)
