Could one enter the 7DRL with simply a graphics upgrade? Not a new game, more of an update to an older game?
I know you can enter a fork of an existing game...

I suppose you could, but it would be hard for the review committee to compare it against other 7DRLs :)
From your title, I envisioned something like this:
- 7DRL participants tell you in advance what graphics they want
- you do the graphics for all of them in 7 says
- the graphics get used in 7DRLs, so that the developers don't need to spend time on them themselves.
A bit like in this competition last year, where artists did graphics for 1 month, then game designers programmed games using them for 1 month.
Could be cool... maybe.

Sounds pretty boring from my perspective.  And the idea is to make a game, so I'd say this is fairly out.  If you want to spend the week doing graphics then team up with a developer that wants to code and make tiles for them during the week.

Agree totally. Except it's not boring.  :P

It is so boring  :P  Make a new font, that'd be exciting!  ;)

Could be a good idea, because many roguelikes have poor graphics which certainly could be improved.

I would be very excited if someone wanted me to do graphics for their 7DRL.
Here is a sample of my 'limited' skillset, if anyone is interested. I can work very fast.
