I am looking for a "pixellator".. something to easily create pixel art. Is there something like this around?

I don't know of any specific programs, but if you want to "pixelize" something, you could try just opening a program such as paint and resizing the image by half or whatever. That makes it pretty pixelated (although you may need to edit it a bit since it comes out a bit jagged).

you may try gimp (or a similar graphic editor), gimp has "pixelize" filter, filters > blur > pixelize, you can set the size of pixels

Nothing can create art for you (well, except procedural routines maybe). You can try to draw in big size and then rescale and/or pixelize it, but it wont make a big difference I guess.

You might also try reducing the # of colors.
EDIT: Scratch that, doesn't work. I just tired it in MSPaint. If you want to pixelate a picture, shrink it then stretch it by a different amount. I just shrunk a full color pic to 10%, then stretched it by 200%. Pixelated as hell, looked pretty good too...
EDIT2: After rereading your post I realize you may be looking for a program to create pixel art. MS Paint works alright, Photoshop if you are a real pro. The Roguelike Radio show has a bunch of programs listed here:

also graphicsgale is a very good program for drawing pixel art from scratch
it has free version with almost the same functionality

Sorry if I haven't been more specific, but what I am looking for is a program which could convert any sprite/image/photo into its pixellated equivalent, but in a better way than what I could get with the Paint resize and possibly with an option to shift the colors in greyscale or black and white.

Almost every paint program has pixelator effect. If you have Windows try Paint.NET.

You can try also GIMP.
It has a filter called "Pixelate", that makes your image to be pixelated with the pixel size you want, for example:
Normal Saturn and Pixel Saturn with pixels of size = 10 screen pixels.

It's only matter to go to Filters>Blur>Pixelate

Looks like ink sketch effect. Look for artistic effects in drawing programs.
